Diseño de una herramienta metodológica para la implementación de un sistema de gestión integrado en el Acueducto Metropolitano de Bucaramanga S.A. E.S.P

Abstract

En este proyecto se muestran las actividades desarrolladas en el Acueducto Metropolitano de Bucaramanga S.A E.S.P. (amb), para diseñar una herramienta metodológica que permita la implementación de un Sistema de Gestión Integrado de acuerdo a las normas de Gestión de Calidad NTC GP 1000:2004, Gestión Ambiental NTC ISO 14001:2004 y Gestión en Seguridad y Salud Ocupacional NTC OHSAS18001:2007, Los pasos principales del proyecto son la identificación e interpretación de los requisitos de las normas, la integración de los aspectos comunes entre los sistemas, la estructuración del marco de contexto, el establecimiento de la secuencia de actividades, la redacción y finalmente la presentación de la herramienta. El primer y segundo paso se realizó mediante un diagnostico del cumplimiento de los requisitos de las normas, así como la normatividad legal aplicable a la empresa utilizando listas de chequeo. En el tercer paso, se describió la importancia de un sistema integrado en el amb, así como las fases para su desarrollo y un listado de términos y definiciones referentes a las normas. El cuarto paso se definió de acuerdo a la forma de implementación del sistema en la empresa (por procesos), siguiendo la estructura del ciclo Deming1 en donde, el Planear corresponde al diagnóstico de cumplimiento de requisitos y al direccionamiento de la empresa hacia la integración , el Hacer, a la sensibilización y fundamentación del personal, estructuración documental del sistema y a la implementación, el Verificar se centra en la realización de auditorías, y el Actuar comprende el seguimiento del sistema. Por otro lado, la etapa de implementación, se desarrolla siguiendo el mismo ciclo, donde el Planear se realiza mediante un diagnostico del proceso, el Hacer comprende la capacitación del personal, estructuración documental del proceso y aplicación de las metodologías definidas, y el Verificar y Actuar se centra en la revisión y seguimiento al proceso que implemente el sistema. En la redacción de la herramienta se definen cada una de estas etapas y se describe la metodología 5W – 1H a utilizar en la implementación del sistema, para finalmente hacer la presentación de la herramienta al personal involucrado y responsable del sistema en la empresa.

In this Project, the developed activities in the Acueducto Metropolitano de Bucaramanga S.A. E.S.P. (amb) are shown, to design a methodological tool which allows the implementation of an integrated management system according to the norms: NTC GP 1000:2004, NTC ISO 14001:2004 y NTC OHSAS18001:2007, corresponding to The Quality Management System in Public Management, Environmental Management System, and Security and Occupational Health Management System respectively. The principal project steps are: The identification and interpretation of the norms requirements, integration of the common aspects between the systems, the structuring of the tool framework, writing and finally the tool launch. The first and second step were made through a diagnosis of the norm requirements fulfillments, as well as the legal set of norms applicable to the company using check list for each and everyone. In the third step we discussed the importance of an integrated system in the amb, as well as its development phases and a term and definition list referring to the norms. The fourth step was defined according to the way the system was implemented on the company, following the Deming Cycle structure, in which, planning refers to diagnosis of the requirements fulfillments and the direction the company has toward the systems integration, Actions are fall directly on the personnel awareness, to the system documentary structure, The Verification process focuses on the audit, and the Actions refer to the following of such system. On the other hand the mentioned implementation stage, which will occur by processes, will develop following that same cycle, in which planning is done through a diagnosis of the process, The Actions refer to the personnel training, documentary structure of the process and the applications of the previously defined methodologies, and the verification and action processes focus on the revision and following of the process that the system is implementing. On the making of this tool we defined each one of this stages and we describe the methodology 5W-1H to be used in the system implementation, to finally present it to the concerning and responsible personnel in the company.
