Estudio de viabilidad para la creación de un organismo de inspección del reglamento interno de las telecomunicaciones ritel

Abstract

Actualmente en Colombia solo existe un organismo de inspección que acredita el reglamento técnico de las redes de telecomunicación a las propiedades horizontales (RITEL). Para mejorar la infraestructura de las redes de telecomunicación en el país debe aumentar el número de organismos de inspección y estos a su vez deben cumplir todos los requerimientos técnicos y más importante aún éticos y morales. El objetivo es elaborar un estudio de viabilidad para crear un organismo de inspección de instalaciones y diseños en redes de telecomunicaciones en construcciones de copropiedades horizontales para hacer cumplir el reglamento técnico RITEL. Con este fin la pregunta de investigación es: ¿Es viable la creación de un organismo de inspección del RITEL con la situación actual del mercado y la normativa existente en Colombia? Para resolver la pregunta de investigación se usó las normas que rigen el RITEL y los documentos para acreditar un organismo de inspección por la ONAC; además se hizo un trabajo de campo para conocer el mercado actual y poder realizar una evaluación técnico económica. Las respuestas recibidas muestran que es un mercado nuevo y potencial para empezar a funcionar a nivel nacional con una viabilidad alcanzable para mantener el organismo de inspección en equilibrio. Teniendo esto en cuenta, se recomienda que el organismo de inspección funcione a nivel nacional para tener más clientes (constructoras) debido a que se necesita mensualmente una propiedad horizontal con 72 puntos de usuario (PAU), para que sea viable. También empezar lo antes posible para obtener la acreditación y ser pioneros en el mercado de la inspección del RITEL.

Currently in Colombia there is only one inspection body that accredits the technical regulation of telecommunication networks to horizontal properties (RITEL). In order to improve the infrastructure of telecommunication networks in the country, the number of inspection bodies must increase and these, in turn, must meet all the technical and most important ethical and moral requirements. The objective is to develop a feasibility study for the creation of an inspection body for facilities and designs in telecommunications networks in construction of horizontal joint ownership for compliance with the RITEL technical regulation. To this end, the research question is: Is the creation of a RITEL research body viable with the current market situation and the existing regulations in Colombia? To solve the research question, the rules governing RITEL and the documents to accredit an inspection body by ONAC were used; In addition, a field work was done to know the current market and to carry out an economic technical evaluation. The responses received show that it is a new and potential market to start operating at the national level with an attainable viability to keep the inspection body in balance. With this in mind, it is recommended that the inspection body operate nationwide to have more customers (builders) because a horizontal property with 72 user points (UAP) is needed monthly, to be viable. We can also start as soon as possible to obtain accreditation and be pioneers in the RITEL inspection market.
