Estudio de prefactibilidad del proyecto de inversión pública

Abstract

Una de las principales problemáticas que posee nuestro país es la violencia intrafamiliar y social que se vive en los diferentes Municipios, con mayor incidencia en aquellos donde ejercen ampliamente los grupos revolucionarios. Por ello el Ministerio del Interior y de Justicia en pro de disminuir dicha problemática ha asignado recursos para desarrollar proyectos que mejoren la calidad de vida y aumenten la confiabilidad en el Gobierno. Los Centros de Convivencia Ciudadana se han convertido en una alternativa de solución; estos proyectos tiene como objetivo generar espacios donde la comunidad tenga acceso a la justicia a través de entidades del orden local, con programas e iniciativas que promuevan y fomenten los valores ciudadanos, la convivencia y la resolución pacífica de conflictos, incentivar el rescate de valores ciudadanos de “cooperación, solidaridad y organización social” como requisito fundamental para el rechazo de la violencia y la consolidación de la gobernabilidad local. El Municipio de Abrego, Norte de Santander requiere minimizar los altos índices de conflictividad social y mejorar la infraestructura existente para desarrollar políticas integrales de resolución de conflictos ya que en la actualidad las oficinas que atienden los casos que afectan la convivencia, tales como: Juzgado, Personería, Inspección de Policía, Comisaría de Familia, se ubican dentro del Palacio de Gobierno Municipal, donde se encuentran todas las oficinas públicas lo que dificulta que las personas que solicitan sus servicios los ubiquen con facilidad, además, no se cuenta con la privacidad que se requiere en la atención de estos casos, ya que es posible que los temas allí tratados sean escuchados desde las demás dependencias de la administración. Teniendo en cuenta lo anterior se realizará el estudio de factibilidad a nivel de perfil del proyecto “CONSTRUCCION DEL C.C.C. DEL MUNICIPIO DE ABREGO, NORTE DE SANTANDER”.

One of the main issues that our country faces is the domestic and social violence lived in the different municipalities which has a higher incidence in those where revolutionary groups impart violence widely. That is why the Ministries of both Interior and Justice, in behalf of diminishing such problematic issues, have assigned resources to develop projects which improve quality of life and increase trust on the Government. The civil common living centers have become an alternative solution; these projects have as objective to generate spaces where the community has access to justice through local facilities of Order, with programs and iniciatives that will promote and foment civil values, shared living and pacific solving for conflicts, incentivate the rescue of civil values such "cooperation, solidarity, and social arrangement" as fundamental requisite to reject violence consolidate the local Government. The municipality of Abrego, Norte of Santander requires to diminish the high rates of social conflict and improve the existing infrastructure to develope integral policies for solving conflicts since the offices of the facilities in the present time, assist the cases which affect the common living, such as : Court of Justice, Leader in Guidance Office, Superintendence of the Police Department, Domestic Commisaryship; and they are all located inside the Municipality Government Capitol where all the Public Bureaus are found too; this makes it difficult for people who require such services to locate them easily, in addition, there is not the privacy needed for giving proper assistance to this particular cases since it is possible that the talked about issues, manage to be heard from the rest of the other Bureaus of the Government Administration. Having the previous in count, a study of the profile level pre-factibility of the project will be performed "CONSTRUCTION OF THE CIVIL COMMON LIVING CENTER FOR THE MUNICIPALITY OF ABREGO, NORTE OF SANTANDER."
