Diagnóstico inicial, documentación, implementación y auditoría interna del Sistema Integrado de Gestión MECI-NTCGP: 1000, en el proceso servicio de educación, de la Alcaldía de Piedecuesta

Abstract

El presente proyecto se llevó a cabo bajo los lineamientos establecidos en los manuales y guías conforme a la NTCGP 1000:2009 y MECI 1000:2005, donde los anteriores sistemas tienen como propósito fundamental respectivamente, proporcionar productos y/o servicios que respondan a las distintas necesidades y expectativas que exigen sus clientes; y suministrar orientación a cada una de los entes del estado colombiano, con el fin de garantizar el cumplimiento de sus objetivos. Teniendo en cuenta lo anterior mencionado, la administración municipal actual, estableció la implementación e integración de los sistemas, para ser aplicados al interior de todas las Secretarias y dependencias que hacen parte del municipio. Para el presente proyecto que se llevó a cabo en la secretaria de educación del municipio de Piedecuesta, en la integración de la NTCGP y el MECI , donde se divide en 4 actividades, la primera de estas es la realización de un DIAGNÓSTICO INICIAL, en el cual se indaga cual es el estado de la secretaría, con relación al cumplimiento con los requisitos que estipula la NTCGP, dicha actividad se llevó a cabo bajo la aplicación de una lista de chequeo, que se realizó en conjunto con el funcionario encargado de los macro-procesos Control Interno Y Administración Del Sistema De Gestión De Calidad, siguiente a esta, se realizaron conjuntamente las etapas de DOCUMENTACIÓN e IMPLEMENTACIÓN , donde se realizaban la actualización, socialización y posterior entrega a los funcionarios de la secretaria de documentos tales como procedimientos, formatos, caracterización y normograma que tiene estipulado el ministerio de educación nacional, para las de secretarias, como última etapa se efectúo la AUDITORÍA INTERNA , donde se revisó, verificó e informó los hallazgos de conformidad, no conformidad, observaciones y oportunidades de mejora, con relación a los requisitos que pide la norma técnica colombiana para la gestión pública (NTCGP).

In the present project was carried out under the guidelines established in the manuals and guides in accordance with NTCGP 1000:2009 and MECI 1000:2005 where previous systems have as fundamental purpose respectively, provide products and/or services that satisfy the different needs and expectations that your customers demand, and provide guidance to each of the entities of the Colombian State, in order to ensure compliance with their objectives. Considering the above, the current municipal administration, established the implementation and integration of the systems that be apply in all Secretaries and units that form part of the municipality. For this project that it held in the secretariat of education of the municipality of Piedecuesta, in the integration of the NTCGP and the MECI , where it divide into 4 activities, the first of these is the realization of a INITIAL DIAGNOSIS, in which it investigates what is the status of the secretariat, with relation to compliment of the requirements that it establishes the NTCGP 1000:2009 , this activity was carried out under the application of a list of check-up , which it is realized in joint with the charged official of the macro - processes of Internal Control and Management of the System of Quality Management , following to this, it has done jointly the stages of documentation or implementation stages , where it realized the update , socialization and subsequent delivery to officials of the secretariat of documents, such as procedures , formats, characterization and nomogram that has provided the ministry of National Education , for secretariats, as the last stage was done the INTERNAL AUDIT, where it had reviewed, verified and reported findings of conformity, nonconformity , observations and opportunities for improvement with relation to the requirements that it asks the technical Colombian standard for public management (NTCGP)1000.
