Apoyo en las actividades de control de obra realizadas por profesionales y técnicos de la secretaría de planeación de Bucaramanga

Abstract

En el presente informe se puede apreciar las actividades realizadas durante la práctica académica llevada a cabo en la Secretaría de Planeación del municipio de Bucaramanga en el grupo de control de obra y control de licencias de construcción, las actividades se realizaron visitando predios que fueron licenciados por las curadurías urbanas de Bucaramanga durante los primeros meses del año en curso, se realizaron visitas a licencias de construcción con modalidad de obra nueva, reconocimiento, ampliación, modificación, demolición y cerramiento, en las cuales se verifico cumplimiento en las medidas de espacio público como ancho de calzadas, franjas de circulación, franja ambiental y antejardines e igualmente se verifico el cumplimento de los aislamientos posteriores, como también de los retrocesos indicados en el concepto de norma urbana emitido por la curaduría, dichas actividades se enmarcan en las funciones de control de obra. Para el control de licencias se realiza el estudio de los planos estructurales, peritaje estructural, memorias de cálculo y estudio de suelos, con los cuales se obtienen datos requeridos para el diligenciamiento del formato de control de licencias, como por ejemplo requisitos geométricos de los elementos estructurales, número de sondeos geotécnicos, sistema estructural, coeficientes de aceleración y velocidad pico efectiva, factores de ampliación del espectro, entre otros datos. Durante el desarrollo de la práctica se obtuvo registro fotográfico de cada una de las visitas y además se diligenciaron informes técnicos que contemplan lo observado en los predios y se identificaban las infracciones cometidas por algunos constructores, dichos informes se enviaban con oficio remisorio a la entidad pertinente para que efectuara el debido proceso. Los informes donde no se evidenciaron infracciones son enviados a archivo.

This report contains and describes the activities carried out during the academic internship performed at Bucaramanga Municipal Planning Department, specifically in the construction control and construction license control group. The activities were carried out visiting properties that were licensed by the urban curators of Bucaramanga during the first months of the current year. The visits were made to construction licenses in the following modalities: new construction, recognition, extension, modification, demolition and closure. In all of them, the compliance with public space measures such as roadway widths, circulation strips, environmental strip and ante-gardens were verified. In addition, the compliance of the subsequent isolations as well as the setbacks indicated in the concept of the urban norm issued by the curatorship were verified, such activities were framed into the construction control functions. In the subject of licenses control, a study of the structural plans, structural expertise, calculation memories and soil study was conducted. Through such study the required data to fill out license control format was obtained, for example the geometric requirements of the structural elements, the number of geotechnical soundings, the structural system, the acceleration coefficients and effective peak speed, the spectrum expansion factors, among other data. During the development of the internship, a photographic record of each of the visits was taken as well as technical reports contemplating what was observed on the properties, identifying the infractions committed by some builders were identified. The reports with infractions were sent with a referral to the pertinent entity to carry out the due process while the ones where no violations were evidenced were sent to file.
