Abstract
UN IMPUESTO OCUPACIONAL En Colombia se registra un índice de desempleo grave y creciente porque las fuentes de trabajo no aumentan; y las fuentes de trabajo no aumentan porque muchos de los más grandes patrimonios rehúyen su función social, única tal vez· que justifica la propiedad privada cuando como tal llega a convertirse en gran concentración de riqueza. Esas fortunas que esquivan su aplicación correcta a la economía nacional están defraudando el derecho que la Nación toda tiene sobre los beneficios sociales de la riqueza.
