Desarrollo del portal web de la Secretaría de Educación Municipal de Piedecuesta (Santander)

Abstract

En la época de la revolución de las Tecnologías de Información y Comunicación, las organizaciones deben entender el cambio como un hecho inminente, el cual se debe aceptar y adaptar. Éste cambio debe ser enfrentado de la mejor manera, asumiendo nuevos retos en el contexto de innovación de procesos, trámites y prestación de servicios que involucren la implementación de las ya mencionadas TIC. Siendo el Estado Colombiano una organización con responsabilidad social, que día a día debe procurar mejorar la efectividad, eficacia y la eficiencia en la prestación de servicios y gestión de trámites, además de aumentar la transparencia, participación y colaboración de los ciudadanos en cuanto a rendición de cuentas y publicación de resultados. Entendiendo, aceptando y adaptándose al cambio, el Gobierno Nacional se ha planteado como principal objetivo para 2017 implementar en Entidades Territoriales la Estrategia de Gobierno en Línea. Gobierno en Línea es el nombre que recibe la estrategia de gobierno electrónico (e-government) en Colombia, que busca construir un estado más eficiente, más transparente y más participativo gracias a las TIC. Por tanto, la Secretaría de Educación Municipal de Piedecuesta, en cabeza del Licenciado y Especialista Carlos Alberto Mantilla Parra, Secretario de Educación Municipal, a través de este trabajo de práctica empresarial, se pretende fortalecer el portal web de la entidad como canal de comunicación y contacto directo con la comunidad.

At the time of the Information and Comunication Technologies revolution, organizations must understand change as an imminent fact, which they must accept and adapt to. This change must be dealt with in the best possible way, taking on new challenges in the context of process innovation, procedures and services involving the implementation of the already mentioned TIC. The Colombian State is a socially responsible organization. As such, it shall daily strive to improve the effectiveness and efficiency in servicing and management procedures, as well as to increase transparency, participation and collaboration of citizens in terms of reporting back and publication of results. By understanding, accepting and adapting to change, the National Government defined as its main objective for 2017 to implement the Gobierno en Línea strategy. Gobierno en Línea is the name given to the e-government strategy in Colombia. It seeks to build a more efficient, transparent and participatory state by using Information and Communication Technologies. Therefore, the Municipal Education Secretariat of Piedecuesta, headed by the Specialist Carlos Alberto Mantilla Parra, Municipal Secretary of Education, through this work of business practice, is intended to improve the company website as a communication channel with the community.
