the challenges introduced by the Circular Economy make it possible to elaborate new approaches and tools capable of activating changes in resource management and territorial transformations. Considering the city as a complex system, like a living organism, urban metabolism identifies the processes and flows that can help recognise waste as resources. In this perspective, a central role is taken by the decisionmaking processes which, if structured according to an approach based on collaboration and cooperation, allow to support the identification of regeneration alternatives, and manage the transition to the circular economy. This paper describes the collaborative decision-making process structured within the H2020 REPAiR project, where the interaction among different tools can activate a regenerative process for the waste territories, called wastescapes. The case study of Naples is the context of experimentation, where the methodological process has been tested.
