De esta manera, si bien el Estado puede implementar medidas que afecten a la sociedad en su conjunto, también es cierto que él mismo se encuentra regulado por la sociedad que lo conforma, es decir, por los procesos normativos y sociales que lo delimitan en su acción. Finalmente, es la sociedad quien con su sentir y con su obrar forja el gobierno que desea o merece.
