La cooperación internacional como herramienta para la gestión municipal en Colombia

Abstract

Las administraciones municipales no están preparadas para asumir actividades con organismos internacionales o de cooperación en aras de la eficiencia, pese a la existencia de norma y ley, es escasa la cooperación descentralizada. De ahí que, sea necesario revisar la condición de la estructura municipal con el fin de considerar el camino a desarrollar en materia de cooperación internacional. Hasta ahora, la gestión municipal ha sido abordada desde las directrices provenientes del Estado central en cuanto a los temas de equilibrio, financiariedad, sostenibilidad y eficiencia de la administración pública, sin considerar a la cooperación descentralizada. La capacidad de gestión municipal en Colombia se encuentra en entre dicho por cuenta de la ineficiencia orquestada por la falta de coherencia entre los preceptos de la administración y los parámetros de acción constitucional que tienen los municipios en cuanto a la cooperación internacional.

The municipal administrations are not prepared to assume activities with international organisms or of cooperation for the sake of the efficiency, in spite of the existence of norm and law, the decentralized cooperation is little. For that reason, it is necessary to review the condition of the municipal structure with the purpose of considering the way to develop in the matter of international cooperation. Until now, the municipal management has been boarded from the originating directives of the central State as far as the subjects of balance, financiariedad, sustainability and efficiency of the public administration, without considering to the decentralized cooperation. The capacity of municipal management in Colombia is in between these on behalf of the inefficiency orchestrated by the lack of coherence between the rules of the administration and parameters of constitutional action that have the municipalities as far as the international cooperation.
