Resultados fiscales comparativos Medellín 2006

Abstract

En este trabajo se presentan los resultados fiscales para el Municipio de Medellín en 2006. A diferencia de ocasiones anteriores, al empezar se hace claridad en dos aspectos de carácter metodológico importantes. El primero, haciendo explícito que los resultados corresponden a un año fiscal, es decir, no incluyen los saldos de vigencias anteriores. El segundo, la manera como está presentada la información en el documento permite una lectura más clara, coherente y consecuente con el caso de un agente público como es el Municipio. Para contextualizar los resultados, se incorpora información de otras ciudades capitales, así como información de algunos años anteriores. De igual manera, para una mejor comprensión, se presentan los datos en pesos de 2006 por habitante. Esto lo hace comparable de manera más fácil, al controlar por el respectivo tamaño poblacional de cada ciudad. En cuanto a los resultados, en 2006 el déficit total del municipio de Medellín ascendió a $19.829 de 2006 por habitante, cuando un año atrás obtuvo un superávit de $59.142 y en 2004 correspondió a $91.445 por habitante. El deterioro en el resultado fiscal obedeció especialmente a la dinámica del gasto, que en general, viene creciendo desde 2001, 2002, no sólo en Medellín. La evolución del gasto fue soportada gracias al comportamiento de los ingresos, que en conjunto tuvieron un buen desempeño. En Medellín sobresale de manera particular el comportamiento del Impuesto Predial y Complementarios y las transferencias de la nación central. La presencia de estas últimas son bastante significativas toda vez que el ahorro propio de Medellín, a la par que el de los demás municipios, ha venido a ser deficitario desde hace varios años.

In this one, the fiscal results for the Municipality of Medellín in 2006 are presented. Unlike previous occasions, to begin with, it spots light in two important methodological aspects. First, making explicit that the results correspond to a fiscal year, that is to say, they do not include the balances of previous years. Second, the way as the information in the document is displayed allows more clarity, coherence and consequent reading with the case of a public agent as it is the Municipality. In order to put in context the results, it gets up information of other capital cities, as well as information of some previous years. Of equal way, for one better understanding, the data is presented as 2006 pesos by inhabitant; this makes the comparable conditions of easier way, and because of it is controlled by the respective population size of each city. As far as the results, in 2006 the total deficit of the municipality of Medellín ascended to $19,829 of 2006 by inhabitant, when a previous year obtained a surplus of $59,142 and in 2004 it corresponded to $91,445 by inhabitant. The deterioration in the fiscal result obeyed especially to the dynamics of the spending, that in general, comes growing from 2001, 2002, not only in Medellín. The evolution of the expenses was supported thanks to the behavior of the income, which altogether had a good performance. Medellín excels in a particular way in the behavior of the land tax; the transferences coming from the central nation are also an important source of income. The presence of these last ones, is quite significant given that it is possible to see that the Medellín’s own saving, on a par that the one of the other municipalities, has been coming to be in deficit for several years.
