Revisión, actualización y propuesta de mejora del sistema integrado de control del municipio de Piedecuesta en lo procesos: Control interno de gestión y medición, análisis y mejora basados en la norma NTC GP 1000:2009

Abstract

La Alcaldía de Piedecuesta debe establecer procesos y procedimientos para detectar, evaluar y corregir las fallas del servicio, por esto la Administración Municipal decide adoptar la implementación del SISTEMA INTEGRADO DE GESTIÓN MECI-NTCGP 1000:2009, con el objetivo de mejorar la calidad y el funcionamiento de la entidad. Gracias al convenio firmado por el Municipio de Piedecuesta y la Universidad Pontificia Bolivariana, donde se acuerda el apoyo por parte los estudiantes de último semestre de Ingeniería Industrial en el proceso de implementación del Sistema de Gestión de Calidad se logró el desarrollo del presente proyecto de grado. Este proyecto presenta la forma en que se da cumplimiento a la implementación del Sistema en los procesos de Control Interno de Gestión y Medición, Análisis y Mejora, se inicia con la etapa de planificación, donde se determinó y analizó el diagnóstico inicial de la Alcaldía en cuanto al cumplimiento de los requisitos de la norma NTCGP 1000:2009 y se estableció las estrategias y actividades a seguir para el cumplimiento de los objetivos planteados. A continuación se desarrolló la etapa de implementación, que consistió en la actualización y socialización de toda la documentación en compañía de los funcionarios a cargo, además se hizo entrega oficial de las propuestas que surgen como resultado de este proceso. Finalmente, en la etapa de verificación y medición se desarrolla una auditoria interna y la aplicación de indicadores de gestión para así comprobar la mejora del sistema y lograr establecer recomendaciones para cada falencia detectada. Como se explica anteriormente se logró dar cumplimiento a los cuatro objetivos específicos planteados al inicio del proyecto, además de alcanzar un avance significativo para la Alcaldía de Piedecuesta en cuanto a la implementación de esta norma.

Piedecuesta\'s Mayoralty must establish processes and procedures to detect, to evaluate and to correct the faults of the service, as this the Municipal Administration decides to adopt the implementation of the INTEGRATED SYSTEM OF MANAGEMENT MECI-NTCGP 1000:2009, with the aim to improve the quality and the functioning of the entity. Thanks to the agreement signed by Piedecuesta\'s Municipality and the University Pontificia Bolivariana, where the support remembers on part the students of last semester of Industrial Engineering in the process of implementation of the System of Quality management achieved the development of the present project of degree. This project presents the form in which one gives fulfillment to the implementation of the System in the processes of Internal Control of Management and Measurement, Analysis and Improvement, begins with the stage of planning, where it decided and analyzed the initial diagnosis of the Mayoralty as for the fulfillment of the requirements of the norm NTCGP 1000:2009 and there were established the strategies and activities to continue for the fulfillment of the raised aims. Later there developed the stage of implementation, which consisted of the update and socialization of the whole documentation of company of the civil servants to post, in addition there was done official delivery of the offers that arise as result of this process. Finally, in the stage of check and measurement there develops an internal audit and the application of indicators of management this way to verify the improvement of the system and to manage to establish recommendations for every detected failing. As it explains previously it was achieved to give fulfillment to four specific aims raised to the beginning of the project, beside reaching a significant advance for Piedecuesta\'s Mayoralty as for the implementation of this norm.
