Formulación y ejecución de un plan de mejoramiento del proceso misional de seguridad, justicia y convivencia ciudadana acorde a los lineamientos de gestión MECI-NTC GP 1000:2009 de la secretaria de Gobierno de la Alcaldía de Piedecuesta

Abstract

En este trabajo se exponen las actividades que desarrolla la Alcaldía de Piedecuesta en el Proceso Misional de Seguridad, justicia y convivencia ciudadana de acuerdo a la Norma Técnica de Calidad NTCGP 1000:2009 para las entidades públicas, la cual determina que las entidades públicas deben implementar el Sistema de Gestión de la Calidad (SGC), para dirigir y evaluar el desempeño institucional orientado al mejoramiento de los productos que se ofrecen al ciudadano el cual tienen como meta dar cumplimiento a lo pactado en el Plan de Desarrollo Municipal 2012-2015 “EL CONTRATO CON LA GENTE” y lograr dicha certificación. En este proyecto de grado se determinó cuál documentación debía ser modificada, creada o eliminada de acuerdo a la norma. Se encontró que hubo procedimientos y formatos que no se realizaron o fueron eliminados durante la Fase I, efectuando los cambios pertinentes en la documentación, incluida la reformulación de indicadores del proceso. Se efectuó acompañamiento como auditor en formación durante el ejercicio de Auditoría Interna de calidad del municipio de Piedecuesta, reportando los diferentes hallazgos (conformidades, no conformidades, oportunidades de mejora y fortalezas) de la oficina de Gestión Jurídica como área asignada

This thesis exposes the developed activities in the Municipality of Piedecuesta for the Security, Justice and Civil Coexistence Mission Process, according to the standard NTCGP 1000 : 2009 for the public entities, determining the implementation of the Quality Management System (QMS) by the public sector entities to address and evaluate the institutional product improvement oriented performance offered to Civilians, which have like a target to achieve according to Municipal Development Plan 2012-2015 “EL CONTRATO CON LA GENTE” and finally get the mentioned certification. This Thesis determines what kind of documentation must to be changed, created or eliminated according to the standard. It found that there were procedures and formats that were not realized or these were erased in the development of stage I,also there were procedures totally new for update the Quality Management System. Effecting the relevant changes in the documentation, including the reformulation process indicators. In addition, effecting an accompaniment as auditor (in training) during the Internal Audit in the Municipality of Piedecuesta, There were some discoveries in the Legal management process of verifying and evaluating as result of the Internal Audit as assigned area. Finally all objectives were achieved in the development of this process.
