Formulación del programa de adaptación ambiental para la obra de mejoramiento, mantenimiento y conservación de la vía Charalá Cincelada, en el municipio de Charalá, Santander

Abstract

La puesta en marcha de una obra, proyecto o actividad, puede conllevar beneficios sociales y económicos, por el contrario si se realiza de manera inadecuada puede ocasionar impactos adversos a mediano y largo plazo; en consecuencia el INVIAS formuló la guía de manejo ambiental, la cual debe ser implementada en toda obra de infraestructura vial, se busca garantizar el cumplimiento del marco legal aplicable y el compromiso ambiental de las empresas constructoras. Este documento incluye la formulación del Programa de Adaptación de la Guía de Manejo Ambiental (PAGA) para el proyecto que tiene como objeto el “Mejoramiento, Mantenimiento y Conservación de la Vía Charalá- Cincelada”. Se diseñó una metodología fundamentada en las directrices del INVIAS en donde inicialmente se analizaron las características del Área de Influencia Directa, para posteriormente realizar una evaluación cualitativa de impactos ambientales, así mismo elegir los programas y proyectos aplicables, plantear las medidas de manejo ambiental y por ultimo diseñar el plan de contingencia. En la evaluación ambiental, se realizó un análisis de los resultados obtenidos en la matriz de causa-efecto, para seleccionar las medidas de manejo ambiental aplicables, correspondientes a los programas de desarrollo y aplicación de la gestión ambiental, actividades constructivas, gestión hídrica, manejo de instalaciones temporales, de maquinaria y equipos y gestión social. Con la aprobación del PAGA, se dará inicio a la obra y a su vez la implementación de los programas y proyectos dirigidos a prevenir, mitigar, controlar y/o compensar los impactos ambientales producto de las actividades realizadas en la etapa de ejecución y operación del proyecto.

The start up of a work, project or activity, can carry social and economic benefits, on the contrary if it is realized in an inadequate way it can cause adverse impacts to medium and long term; in consequence the INVIAS formulated the guide of environmental managing, who must be helped in any work of road infrastructure, seeks to guarantee the fulfillment of the legal applicable frame and the environmental commitment of the construction companies. This document includes the formulation of the Program of Adjustment of the Guide of Environmental Managing (PAGA) for the project that takes as an object the "Improvement, Maintenance and Conservation of the Route Charalá – Cincelada”. There was designed a methodology based on the directives of the INVIAS where initially there were analyzed the characteristics of the Area of Direct Influence, later to realize a qualitative evaluation of environmental impacts, likewise to choose the programs and applicable projects, to raise the measures of environmental managing and finally to design the plan of contingency. In the environmental evaluation, there was realized an analysis of the results obtained in the counterfoil of reason - effect, to select the measures of environmental managing applicable, corresponding to the programs of development and application of the environmental management, constructive activities, water management, managing of temporary facilities, of machinery and equipments and social management. With the approval of PAGA, it will be given beginning to the work and in turn the implementation of the programs and projects directed to anticipating, mitigating, when the environmental impacts control and / or to compensate product of the activities realized in the stage of execution and operation of the project.
